The project aims to elaborate an innovative economic development model for small enterprises focused on traditional productions with a weak plus value and touristic activities. In order to reach this scope, the project intends to implement an experimentation of services for enterprises in order to increase their activities at a local and international level. The consequence will be the creation of a new economic sector, future labor pool. Besides, a common mark “ETHIC” will be defined within the project.
The project intends to test a new economic model for development linking up public and private sector, the “link” being ethic, for small enterprises which constitute the base of the participating territories economy which is focused on traditional productions with a weak plus value and touristic activities (AFOM analysis). Therefore, the project wants to develop a new sector of services for enterprises in order to reinforce the territorial cohesion, the strategic cooperation among economic operators, administrations and research centers.
The chosen theme is the reinforcement of the enterprises competitiveness on the local and international markets through an action which will create new employments.
The project is developed on 4 countries: Italy, Sicily - France, Var - Portugal, High Alentejo - Greece, Crete.
The project intends to end up in a reactive organization of enterprises and territories for a high and intelligent competitiveness, the link concept between private and public actors being ethic, concept which gather an uniform application in Europe of production procedures, a consummators trust, an harmonization of all the European disparities, a source of legal security for all (transparence, traceability, etc) and which allows the elaboration of an unique Mark known on the international markets. Thus, the project aims to the creation of an innovative model for the economic development based on the constitution of a new economic sector of services for enterprises which will be tested during the project period in order to identify its main criterions.
Therefore, the benefits are multiple: “ETHIC” enterprises net, territorial cohesion, emergence of a new labor pool linked to the services for enterprises, innovation brought among enterprises, information, etc. So, the idea is to bring into the enterprise the knowledge, instead of being the enterprise which has to search the knowledge, in order to “facilitate” and to strengthen the economic activities.
So, each partner will establish an “ETHIC” unique bureau which will directly manage the services addressed to the enterprises participating in the experimentation: in Italy, services aim to improve legality at work ; in France, to improve the quality approach concerning the production chain and the consummators reception; in Portugal, to improve relationships between research centers and enterprises; in Greece, to improve knowledge of the European normative and funding. Besides, bureau will have to find problems which have to face the entrepreneurs and to reflect about some solutions.
The bureaus will have a Scientific Committee as interlocutor and will exchange with it all the obtained data and the middle and final results of the experimentation. This Scientific Committee will develop uniform solutions for all the territories, a protocol for the creation of the Quality Mark “ETHIC” and, therefore a model of European, innovative pole of competitiveness which could be proposed to other territories (edited and published guide lines).
The described process is, therefore, a fragmentation of the services to enterprises during the experimentation – in order to assemble all the European realities – and a re-composition at the end of the project through the elaboration of the “ETHIC” unique model.
